I honestly don't like active careers for family play since they take so long and I'd like to focus that time on my family but your YMMV. It's really nice to play a rather poor family living in a house needing repairs, getting blackouts and seeing them save up money to go camping, gathering up around a bonfire and singing songs. For example Vampires is a very good pack while Luxury party is a shameless cash grab, but I get more out of the party items than of the very situational vampires. On the other hand, City Living, Outdoor Retreat, Toddler Stuff/Laundry Day would make a great trio if you want to focus on additional storytelling. Heres mine, ranked solely by my enjoyment of the packs, not whether they are any good objectively. If you don't fast forward as often but still play with families and take it in the animations and such a bit more, I would say Seasons, Parenthood, Kids Stuff as a trio is a great start. If you like families and if you fast-forward a lot, I would say look at Plumbella's ranking because that's exactly how she plays. Don't buy what is "the best" but buy what fits your playstyle.
